Summary
The head of state in a Triune Democracy is a Paragon. This position does require passing the most extreme tests of character and knowlege as the entire system can potentially be in their hands and they must be qualified. The Paragon does not participate in normal proposal processing and only serves to make changes to the system. Systemic changes (or "constitutional amendments") cannot be done without a Paragon. A rock-paper-scissors dynamic exists between the Paragon, Council of Witness, and the Office of Identity to ensure these three offices never become corrupt. The Office of Identity is a constitutional office. The Paragon occupies a special 25th seat on Council, but that seat is expected to be vacant most of the time.
Paragon
The special twenty-fifth seat on Council is occupied by the Paragon. This is the most powerful position in the entire nation as it has the ability to command the nation as a dictatorship if so necessary. Every nation leaves this door open because you never know when the possibility could be needed. Paragons can be agents of great change, but with great responsibility comes great trials to be passed.
Guarded by Character Trials
The position is guarded by the most difficult character test imaginable with the final set of questions being trials where a wrong answer means death. The trial questions should be separated and each should be encased in a highly secure shrine, vault, tomb, or temple of some kind with a chamber set up to facilitate the question (or puzzle or problem, but remember it is a test of character). Each trial chamber requires a key to enter it, but that key should be broken and distributed amongst the guards of the shrine, who may issue their own tests before giving their key, or destroy their key if under threat. The guards serve in their positions until death and are on the nation's payroll, which shall not be revoked. The guards answer to no-one and they are fully committed to their duty of protecting the trial. There should be multiple ways to answer the trail, but only the correct way completes the trail. All other answers result in death. It must be this way in order to ward off probing and to prevent psychopaths and manipulative enemies from accessing the position and destroying the nation. As a result, I expect that most of the time the position of Paragon will be vacant, and that is intended.
Steady State
The nation should operate in a steady-state fashion with a twenty-four person council giving unanimous and balanced consent most of the time. The twenty-fifth seat is really only for times when great change is needed. That being – whomever they may be – must build themself up to be qualified for the position, have a firm conviction in their mission, and have indomitable will to accomplish it.
The Ruler Archetype
The Paragon is the only one who can invoke The Ruler archetype. The Ruler archetype grants the Paragon the ability to issue orders to the Office of Manifestation with only one signature – theirs. It also unlocks the core parts of the nation's framework and constitution for changes: the Paragon may change and rewrite the whole national structure if they so wanted. Great care must be taken should any action unlocked by The Ruler archetype be invoked. The nation is like a baby in his or her arms when the ruler archetype is invoked and is highly programmable. The Paragon must understand the system so well and the consequences of any changes they make. A wise Paragon will ratify any constitutional changes with the people.
Succession
When there is a sitting Paragon, he or she should take care that the Character Test and its Trials are in good working order for the next Paragon before he or she leaves the position, either by death or resignation.
Usurpation
Due to the seriousness of this position, should anyone attempt to (seriously) usurp the position without having completed the Character Test and all of its Trials, they are to be executed immediately.
